On October 31st 2013, the foundation stone laying ceremony of De Qing multi-function Feeder Port was grandly held in construction site which was invested by P&T (Hong Kong) group. The representatives of related department of Zhejiang Provincial Government, the leaders of customs, inspection and quarantine organ, and some government leaders of Huzhou city and Deqing County were attended this ceremony to celebrating the port formally started. In addition, the representatives of Chinese main ports were also attend this activity ,such as Shanghai port, Ningbo port, Zhapu port, Wuxi port, Jiaxing port, Suzhou port etc. Furthermore, some representatives of the shipping companies such as Cosco, CSCL, PANASIA and someone from the fields of trade, finance, logistics and industry were present by invitation.

　　The opening ceremony presided over by Mr.Chen Jian, the Deputy Mayor of Deqing County. And firstly, Mr. Xuan Xiaofei, the President of P&T (Hong Kong) Group gives an address, in his speech, he were summarized the development direction and goal of P&T, introduced the construction situation and all the function of Deqing port after completion, and Mr.Xuan said P&T will go all out to play well Foundation and create the perfect logistics condition for north of Zhejiang Province with this outstanding feeder port.
　　Secondly, Mr. Tang Feifan, the Deputy Director of provincial communications department give an address and emphasized that Deqing port is the key project of Zhejiang Province which has the profound historical significance for optimize and adjust the industrial structure in logistics field in north of Zhejiang Province. Mr. Tang often require that the port constructing and construction enterprise must be ensure quality and completed as scheduled.Mr.Hu Guorong, the mayor of Deqing county considered that the government will come up a concept of everything will around this project and provide the good environment for construction and operation. Furthermore, Mr.Hu also required the related department and government Strengthen coordination and cooperation in order to give the guarantee and all service for project.

　　Thirdly, Mr.Yan Jun, the vice president of Shanghai Port gives an address that the construction of Deqing port is helpful for Shanghai port and it will optimize the transport system of Yangtze River delta region, and it also good for development of Shanghai port and its international shipping line. In the same time, Shanghai port will keep the principle of sincerely cooperates; complement each other and win-win to support the development of inland ports.
　　After ceremony, the leaders laid the foundation along with the saluting by fire for celebrate commencement and Mr.Su Zhijun, the chairman of P&T met the leading comrades at all levels and guest from everywhere.
